Résumé

In the USA, policymakers are often obsessed with the type of employment opportunities available within their jurisdictions. Even in areas where unemployment is low and compensation strong, policymakers worry about the type of jobs in the community with a concern that there is insufficient “high-tech” employment. Underlying this concern is the opinion that if a locality does not position itself to be the next Silicon Valley, it will instead become the next Buffalo.
